Dictate to Countries?

Louis J. Schroeder’s letter to the editor in your December 21, 2015 issue states, “Also, why not implement ‘peace through strength’ and tell Iran that they are not allowed to develop or possess a nuclear capability?”

My question to Schroeder would be, “Where in the Constitution does it state that we can tell any country what weapons, power, or medical technology they can or cannot possess?”
