Congressman Tom Tiffany on Guarding American Sovereignty

With a president more willing to stand up to globalist influences than his predecessors, the battle for America’s independence from anti-American and internationalist organizations has rarely been more relevant. At the center of this fight in Congress is Representative Tom Tiffany, a Republican from Wisconsin’s 7th Congressional District who has emerged as one of the foremost defenders of the Constitution and U.S. sovereignty, especially against the encroachments of organizations such as the World Health Organization (WHO) and the World Trade Organization (WTO). Scoring 100 percent in the first Freedom Index for the 119th Congress, which was published in the August issue of The New American magazine, Congressman Tiffany maintains a 96-percent lifetime Freedom Index score.
On June 26, 2025, Tiffany introduced the No WHO Pandemic Preparedness Treaty Without Senate Approval Act (H.R. 4207). This legislation seeks to ensure that any pandemic-related agreement negotiated under the auspices of the WHO is considered a treaty, thereby requiring the constitutionally mandated two-thirds vote of the U.S. Senate, as laid out in Article II, Section 2 of the Constitution. In practical terms, Tiffany’s bill would block future U.S. presidents from unilaterally committing the United States to sweeping international health regulations that could undermine American sovereignty and individual liberty and cost untold lives with unproven and deadly “solutions.”
The urgency of this measure has only grown, as headlines are being made by new viral outbreaks such as the mosquito-borne chikungunya virus in mainland China. For Tiffany, the lessons of the Covid-19 era are clear: America must never again allow the dictates of international health bureaucrats, working in tandem with Beijing, to override the rights of the American people and cripple our nation’s economy. “We should not give up our sovereignty in regards to this,” Tiffany insists, recalling how lockdowns and mandates “have been an utter disaster for the American people.”
