Gallagher Memo Details CCP Influence Strategy

House Select Committee on the Chinese Communist Party Chairman and Ranking Members Representatives Mike Gallagher (R-Wis.) and Raja Krishnamoorthi (D-Ill.) released a memorandum yesterday titled United Front 101. The memo outlines the strategies the CCP uses to influence their economic, political, and military interests globally. The memo informs members of Congress of 12 primary United Front targets, which according to the memo include non‐CCP intellectuals, ethnic minorities, and religious individuals.

Gallagher spoke with Newsweek and stated, “Through its united front work strategy, which Xi Jinping has called a ‘magic weapon’ the Chinese Communist Party uses every tool at its disposal, whether legal or illicit, to influence the American people and interfere in democratic societies.”

Cherly Yu, a senior researcher at the Common Sense Society, also spoke with Newsweek about the CCP’s influence on Chinese groups outside of China, saying, “The CCP deliberately tries to mobilize overseas Chinese groups and many others to support Beijing’s goals and to pressure their governments.”

Highlighted by the memo are statements made by Chinese President Xi Jinping during the 20th National Congress of the Chinese Communist Party, where Xi stated, “The people’s support is of the utmost political importance, and the united front is an effective instrument for rallying the people’s support and pooling their strength. We will build a broad united front to forge great unity and solidarity, and we will encourage all the sons and daughters of the Chinese nation to dedicate themselves to realizing the Chinese Dream of national rejuvenation.”
