Bills to Exit UN Introduced in Congress

In an important step toward restoring American independence from an emerging world-government system, legislation to fully withdraw the United States from the United Nations has been reintroduced in Congress.

Last week, Representative Chip Roy (R-Texas) and Senator Mike Lee (R-Utah) introduced H.R. 1498 and S. 669, titled the Disengaging Entirely From the United Nations Debacle (DEFUND) Act of 2025.

H.R. 1498 is co-sponsored by Representatives Josh Brecheen (R-Okla.), Elijah Crane (R-Ariz.), Marjorie Taylor Greene (R-Ga.), Harriet Hageman (R-Wyo.), Diana Harshbarger (R-Tenn.), Anna Paulina Luna (R-Fla.), Thomas Massie (R-Ky.), Burgess Owens (R-Utah), Mike Rogers (R-Ala.), and Michael Rulli (R-Ohio). S. 669 is co-sponsored by Senators Marsha Blackburn (R-Tenn.) and Rick Scott (R-Fla.).

The DEFUND Act

These bills, which are identical, would:

  • Repeal the United Nations Participation Act of 1945, which established U.S. membership in the UN;
  • Repeal the United Nations Headquarters Agreement Act, thus evicting the UN from its headquarters in New York City;
  • Prohibit any U.S. funding for the UN and its affiliated organizations;
  • Prohibit U.S. participation in UN peacekeeping operations;
  • Revoke diplomatic immunity for UN entities and employees;
  • Rescind U.S. membership in the World Health Organization (WHO);
  • End participation “in any conventions and agreements with the United Nations” and its affiliates; and
  • Prohibit the U.S. president from unilaterally entering into agreements with the UN or its affiliates.

In a press release announcing the legislation, Lee declared, “No more blank checks for the United Nations. Americans’ hard-earned dollars have been funneled into initiatives that fly in the face of our values, enabling tyrants, betraying allies, and spreading bigotry. With the DEFUND Act, we’re stepping away from this debacle.”

In his own press release, Roy noted, “The United Nations has enjoyed American tax money while often undermining our interests, attacking our allies, and bolstering our adversaries.”

Now Is the Time

This legislation comes at a critical time. With President Donald Trump in the White House and a Congress with a large number (by modern standards) of members who consistently follow the Constitution, these bills have the best opportunity in decades of passing. Although Trump has already signed executive actions to withdraw the United States from the World Health Organization (WHO), UN Human Rights Council, and Paris Agreement, and to review U.S. membership in other UN agencies, H.R. 1498 and S. 669 would go much further — and prevent a future president from unilaterally rejoining them.

The DEFUND Act also comes at a time when the UN is aggressively seeking to expand its powers. As The New American previously reported, for example, the WHO continues to push for a global pandemic treaty, while the UN’s Summit of the Future resulted in proposals to strengthen “the multilateral system and its institutions, with the United Nations and its Charter at the center.” And the UN’s International Court of Justice is expected to make a major ruling that would seek to force countries — including the United States — to take radical action to combat supposed climate change.

In fact, the UN’s recent activities are consistent with its ultimate mission. From its formation in 1945, the UN has been a project of the Deep State to eventually achieve a one-world government. At a time when American independence is under siege, Congress has an excellent opportunity to act.

Back to the Republic

Rather than remain a member of — and provide billions of dollars in funding to — an organization that regularly attacks the United States and its system of government, American leaders must restore U.S. sovereignty and defend what the Founding Fathers worked to establish. And it’s up to ordinary citizens — through building an educated electorate — to ensure that our leaders uncompromisingly defend our Republic and God-given freedoms.
