Another Biden “Migrant” — Flown Into Country Under Illegal Program — Charged With First-degree Murder

Another Haitian Biden “migrant” is charged with murder, making the former president partly responsible for yet another killing.

The victim is Walmart manager Latosha Ann Cooper. Charged in her murder is Haitian invader Destino Jean-Louis, 23, whom former President Joe Biden flew into the country in 2023 under the administration’s illegal CHNV program. That lunatic policy imported more than half a million penniless Cubans, Haitians, Nicaraguans, and Venezuelans, many of them dangerous criminals.

This is at least the fourth murder with which a Haitian Biden “migrant” has been charged. Another of Biden’s boon companions from Haiti is charged in a triple murder in North Carolina.

The Murder

The 45-year-old Cooper was in a Walmart parking lot in Cheltenham, Pennsylvania, about 13 miles northeast of Philadelphia, at 11:30 p.m., when Jean-Louis took her life, police allege.

“On arrival, police found Cooper lying next to her Nissan sedan with a gunshot wound to the head,” police said.

Cops learned that “Cooper and a coworker walked out of the Walmart after their shift and were standing outside talking when a masked man walked up to the victim and shot her”:

He then ran across Cheltenham Avenue into Philadelphia County. Video surveillance also showed the masked shooter standing near a bush with a direct line of sight to the entrance of the store, waiting for the victim to leave.

Cooper had unwisely had a romance with Jean-Louis, who also worked at the Walmart, police said. The couple had a marriage license dated March 31, 2025, but Jean-Louis had “immigration issues, and a recent fallout between the victim and Jean-Louis further amplified these issues.”

Those issues are likely related to President Donald Trump’s ending Biden’s disastrous CHNV program on Inauguration Day, 2025, which meant Jean-Louis would be deported back where he belongs.

Police say Jean-Louis shot Cooper twice with a .22-caliber gun.

U.S. marshals cuffed him on October 23. Detectives executed a search warrant for the premises and found “a sandwich bag containing 11 rounds of .22 caliber ammunition.”

“Jean-Louis’ cell phone records showed multiple trips between the Philadelphia residence and the Walmart, the victim’s workplace, in the weeks leading up to the murder and also placed the defendant in the area of the Walmart parking lot at the time of the murder,” police said.

He faces charges of first- and third-degree murder and “related firearm charges.”

The CHNV Program

Yet another illegal-alien murder would be bad enough. But how the illegal landed here worsens the crime. Had Jean-Louis not been in the country, thanks to Biden, Cooper would be alive.

As Fox News’ Bill Melugin reported, Biden flew the murder suspect into the country under the unlawful CHNV program.

“Multiple DHS sources confirm to @FoxNews that the suspect … is a Haitian illegal alien who flew into the U.S. via former President Biden’s CHNV mass parole migrant flights program in 2023,” Melugin reported:

Per sources, 23-year-old Destino Jean-Louis flew into the US on 11/24/2023 via Fort Lauderdale International Airport, and his legal status was revoked on 6/12/2025 after President Trump terminated the program.

After then-Homeland Security Secretary Kristi Noem scrapped the program, pursuant to Trump’s executive order on January 20, the usual gaggle of leftist legal geese sued to stop the termination.

A U.S. District Court judge in Massachusetts — Indira Talwani, the daughter of an Indian immigrant and appointed by President Barack Hussein Obama — stayed Noem’s order. A panel of the U.S. 1st Circuit Court of Appeals upheld Talwani’s order. On May 5, the administration appealed, arguing that parole terminations are not subject to judicial review, and that the Immigration and Nationality Act “deprives the district court of jurisdiction.”

The U.S. Supreme Court OK’d Trump’s order in May 2025. That meant that the 532,000 Cubans, Haitians, Nicaraguans, and Venezuelans Biden imported between October 19, 2022 and January 22, 2025 could be deported.

Legal contretemps aside, the unlawful program has been a disaster.

Other CHNV Criminals

In February 2025, cops allege, Haitian Biden “migrant” Mackendy Darbouze, 26, murdered an elderly woman and two small children in Fayetteville, North Carolina. Biden flew him into the country in July 2024. Darbouze faces capital murder charges.

Two other Haitians flown in, Cory Alvarez and Akim Marc Desire, were charged with sex crimes in Massachusetts. Alvarez landed 10-12 years in prison for raping a 15-year-old disabled girl in Rockland. Desire is accused of molesting a 10-year-old boy in Mansfield.

ICE was forced to track down the two after police ignored detainers to hold them. Authorities had freed Alvarez on a $500 bond. Agents arrested Desire at his court appearance.

Biden “migrants” are accused of myriad crimes.

In July 2024, ICE revealed to then-U.S. Representative Tony Gonzales of Texas that some 677,000 illegal-alien criminals were at large nationwide. Nearly 450,000 were convicted criminals, and nearly 227,000 were criminal suspects.

More than 13,000 were murderers, and more than 25,000 were sex criminals.
