Ukrainian President Volodymyr Zelensky said he would propose a plan for ending the Russia-Ukraine war to President Joe Biden, and presidential candidates Vice President Kamala Harris and former President Donald Trump. Zelensky said the proposed peace agreement would depend on Biden, stating:

The plan is prepared, and I think it would be fair for me to present this plan to the president of the United States, because a lot depends on him in terms of the success whether we will be provided with what we need for this plan, whether we will be allowed to use what will be provided under this plan or not…. I think I will be able to present this plan in September to the president of the United States, and I think it would be correct to provide this plan to Kamala Harris and to Donald Trump, because we do not know who will be elected as the U.S. president and we really want to implement this plan.

During the press conference, Zelensky said the incursion into Russia’s Kursk region was part of his plan to negotiate an end to the war, and prevent the Russian military from entering more Ukranian territory, stating:

We realized that the Sumy and Chernihiv regions could be included in their plans. The Kursk operation resolved the issue of preventing the occupation of Sumy and Chernihiv regions. In addition, it destroyed a large number of troops, a serious group.

In response to Russian missile and drone strikes on Ukraine, Biden said Russia will not succeed, stating on X:

The United States will continue to lead a coalition of countries in support of Ukraine and is surging energy equipment to Ukraine to repair its systems and energy grid. Let me be clear: Russia will never succeed, and the spirit of the Ukrainian people will never be broken.
