Banning Federal Funding of Abortions. The “No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2015” (H.R. 7) would prohibit the expenditure of federal funds “for any abortion” or “for health benefits coverage that includes coverage of abortion.” The funding prohibition would not apply to abortions in cases of rape or incest or if the life of the mother is endangered.
The House passed H.R. 7 on January 22, 2015 by a vote of 242 to 179 (Roll Call 45). We have assigned pluses to the yeas not only because the government should not be subsidizing the killing of innocent human life, but also because there is no constitutional authority for the government to manage or finance the healthcare sector.
