Senator Orrin Hatch (R-Utah) explained that this Democratic substitute amendment would gut the provisions of the underlying bill (S. 420 — Bankruptcy Reform Act of 2001): "Frankly, it is just an amendment that would substitute the current legislation with the bankruptcy reform bill that passed the Senate in the 105th Congress."
