The Helms amendment offered an amendment to protect U.S. military personnel and officials against prosecution "by an international criminal court to which the United States is not a party." His amendment would prohibit U.S. cooperation with the ICC and restrict U.S. involvement in peacekeeping missions unless the UN exempts U.S. soldiers from ICC prosecution. It would also authorize the president to rescue U.S. soldiers improperly handed over to the ICC.
